Responding to multiple concerns spanning several months, including the results of state regulators’ inspection of the PWA facility and operations, at its July 10, 2025 meeting, the Pendleton Water Association Board voted three to one, with one director absent, to sign a seven-year Operations Service Agreement with Cenla Environmental Science, a division of EOM Public Works LLC domiciled in Bryan County, Georgia.
Under the contract, Cenla has taken over operations at the treatment plant and maintenance of the treated water distribution system. Cenla will provide certified operators, establish and follow a maintenance system, represent PWA with regulatory officials and manage billing to membership. The PWA Board of directors will continue to oversee the business and exercise all the powers of the corporation.
Pendleton Water Association has received low scores from regulators, mostly for administrative and some technical issues. PWA would be at risk of entering receivership and losing control if significant changes were not made relevant to these concerns that are beyond the capacity of previously existing personnel.
PWA reports a total of 891 residential and commercial customers, situated in the general vicinity of Toledo Town, Sabine Parish.
