Billie Carol Maxey, age 74, of Belmont, Louisiana passed away peacefully surrounded by the love of her family. Born on October 16, 1951, Billie was a gentle soul whose sweet spirit touched countless lives.

When Billie was just an infant, she contracted measles, resulting in a brain injury that changed the course of her life. At that time, a measles vaccine was not yet available in the United States. Although her life looked different than many, Billie taught those around her that love, kindness, and joy are measured not by ability, but by the heart.

Billie was happiest when she was with people. She never met a stranger and seemed to know everyone in Belmont and throughout Sabine Parish. Her smile was genuine, her hugs were heartfelt, and her excitement over life’s simple pleasures was contagious. She had a way of making people feel special, and those who knew her were blessed by her gentle, loving nature.

She was lovingly cared for by her parents, Ural “Billy” Maxey and Helen Russell Maxey, for many years before becoming a resident of the SARC group home in Many, where she formed lasting friendships and received devoted care. Later, she moved to Sabine Rehabilitation and Retirement Center, where she continued to brighten the days of residents and caregivers alike with her warm smile and affectionate spirit.

Billie was preceded in death by her parents; her paternal grandparents, Leo and Anna Maxey; and her maternal grandparents, Eddie Blumer and Minnie D. Russell. She shared a particularly special bond with her grandfather, Eddie Blumer, whom she affectionately called “Boom-Boom” -a nickname later embraced by the entire family.

She leaves behind a family who adored her: her sisters, Gloria Rains, Nelda Thomas (Steve), and Diane Rivers; nephews, Rusty Rains (Susan), Shane Rivers, and Kevin Rivers (Nikki); nieces, Shawn Arthur (Mickey), Milicent Getz, and Erin Zeringue (Kyle); along with many great-nieces, great-nephews, cousins, and dear friends who will forever treasure her memory.

The family extends their heartfelt gratitude to the compassionate caregivers at SARC and Sabine Rehabilitation and Retirement Center, whose kindness and dedication enriched Billie’s life. They are also deeply grateful to her dear friends, Jan and Ted Singletary, whose faithful visits, thoughtful gifts, and enduring friendship brought Billie so much happiness over the years.

Though Billie faced challenges throughout her life, she never lost her ability to love freely, laugh easily, or brighten someone’s day. Her innocence gentle heart, and unwavering capacity for joy were gifts to everyone who knew her. She leaves behind a legacy of unconditional love and reminds us all that a life is measured not by its limitations, but by the love it gives and receives.

Funeral services will be held Friday, July 3, 2026 at 2:00 PM at the First United Methodist Church in Many, Louisiana with Reverend Leslie Frietch officiating followed by burial at Bayou Scie Cemetery, where Billie will rest beside her parents and beloved “Boom-Boom”. Visitation will begin on Friday, July 3, 2026 at 1:30 PM at the First United Methodist Church.
